For a few dollars a month, you can add "3-way calling" feature to some 
or all of the co lines.  This allows all three parties to be bridged at 
the co, all at the same level, and all can hear each other equally.  It 
also eliminates tying up a second outside line.  Some central offices 
even allow up to six connections, and the co conferencing bridge has 
excellent amplifiers and gain contol, which your pano does not.  It's 
the right place to set up 3 way calling.  Don't forget to enable 
"external feature access" (-flash-)!

Basic customer side conference problem- normal loss from the co to the 
customer can be 3 to 9 db.  That means on a three way, that there can be 
an 18 db loss between the two outside  parties.   It's not a pano 
specific problem, most ksu's work the same way.  You can also change the 
"lines" to "trunks" or bring them in on a channel bank, and specify the 
loss (typ. 3 db).
