I can tell you how it COULD be done. The difference in dialing 101 as
compared to 1010 is simply interdigit timing. If one were to dial 101 and
wait, it would handle those digits. If one dialed 1010, it would then handle
those. If one were to dial 101 then a 1, it would ring 1010 if it were
within the timing set for interdigit timing. 
        In the Telco world, this was done in some way to tell the register
collecting digits just how many to wait for. In the 5ESS lucent switch, the
limits are 3, 7, and 10. In a dialing plan for say local 377, it would wait
till 7 digits were dialed. Even if 377 was an area code, 377-xxx-yyyy, it
would be told 10 digits. It would then wait for 10 digits to be dialed. (The
"1" is not counted". This is called overlay. In a pbx, interdigit dialing is
probably the most likely way if not restricted. I believe the Panasonic and
the voice mail have a way to change this. Brad (Local Telco tech for 40
