Bruce.... Couple of ideas. If the off premise stations work fine on another port, it's not a grounded/unbalanced pair from the telco.
One idea, if you have spare ports that work, abandon the defective ones, use the spares and change the itcm numbers in programming. Additionally, I would use a "long line driver" between the outside world and the PBX. Even though it works as is, those station ports were never designed to connect to the outside world directly. Proctor used to make a single line and a four line model but they are out of business now...Viking has a direct replacement. They are expensive, but you WILL keep losing ports if you connect them directly to the telco, no matter what kind of protection you use.
