It also may be a high resistance short in the wiring to the "out" building.
Try a different pair using the same surge suppression parts.  If need be,
test by "borrowing" a known good pair through the Ext 16 surge path and that
will finalize whether it is the surge system or the underground or aerial
pair.  [My bets are on a damaged pair ... I've seen it a few times.
Fortunately, I have had a spare pair to solve the issue!]
