No it is not normal, The smallest configuration for a tvs100 is 2 port, That
means it can answer 2 calls at the same time, or answer one and have someone
leaving or retrieving a message on the other port. It can handle 2 calls at
the same time. UNLESS you are configured for 2 different businesses on the
same phone & voicemail system. Which means it can still do 2 different calls
at the same time but not from the same ring group of business
lines..................
