Yes, and its a big one!
Right now, you have one CO line set DIL 1:1 to extension 216. When it is
busy, a second call gets a busy signal from the CO and the Panasonic system
has no way to know that there is even a second all coming in.
Your solution of using CFB/NA would only work for FAXes sent from another
extension.
You need a second CO, put made into a hunt group, with the first.
