Yes.

It is programmable to start with the highest or the lowest line.
Personally, I like it to start with the lowest.  It is set in the Line ->
TIE TRG section.

On a dual cabinet system, the software attempts to keep calls within a
cabinet, thus the preference for "same cabinet" COs is applied before using
the lowest to highest (or visa versa) rule.

It is system wide and set under System -> Miscellaneous -> Local Access

I believe that ARS steps in to replace Local Access Priority.  You might
consider ARS to be Long Distance Access Priority.
