So there is no way to get a station to station call to voice mail/aa after a
dozen rings to catch the dorks that don't ever forward their phones like
they should? I was hoping that COS or something had a setting for this.

That call is owned by the calling extension, not the TVS.

The only way to accomplish this (correct, Charles?) is to
set FWD on each phone.
