I usually go from the 1232 to 66 blocks, and the station jack wiring goes to
separate 66 blocks, then you cross connect the right jack to the right
extension.  That lets you access the extra pairs that are at each jack
location, and lets you access the pairs of the 1232 (if it's digital, you
can separate the analog ports).

Changes are easy, as long as you have a punch tool...

If you expect to need frequent changes, or someone will need to make changes
who does not know how to work with punch blocks, then patch panels would
work ok. You just may limit access to some of the wiring pairs.
