Also check your co groups. Make sure you don't have any "non connected" lines in the co group 1. When you dial 9, you will select the last available line in the hunt group 1.
Try dialing 9 from phones that are not dialig speed dials. If you hear the same dead air or error tone, then change your unused lines to group 2 or something.
