It would be nicer of course, but while it's not done, you can at least check the string identifiers and figure out which tooltip goes where from them. The identifiers are shown above the English string, and are quite obvious, e.g., if "610.ExtensionCreator.Title" is a label, then "609.ExtensionCreator.HelpText" is obviously (rather useless) the tooltip of that label.
