You're wrong in the sense that Tools > Options > LS will only allow you to switch between languages you have actually chosen to install manually during the install process. In my case, I can only choose Gaelic or English in the dropdown for the UI. If I wanted French, I would have to... oh I don't know what I'd have to do on Ubuntu but on Windows I'd have to download the install file again, run it and in the Manual Setup choose a different language. There is no way that I have discovered yet which, once installed, will allow you to add or remove a UI language from inside LO.
