Changes made in one dialect of one language should neither affect, nor
effect changes in other dialects of the same language, much less other
languages.

In professionally run l10n & i18n projects, a change in one dialect
won't affect any other dialects, or languages.

What happens here, is any time a change is made for what is construed as
en_US, _every_ project has to recheck their entire translation, even if
the only change was presentation markup.
