It is one huge text file, with a translation on each line. You can read it with any text editor, even though it's so large that it may crash editors. But either we integrate Pootle or we integrate the SDF file. Tamil (like all languages except a few: Slovenian, Khmer...) is set to be updated from Pootle and this won't change until the release. So for any work on the SDF file you should wait after release, when the final SDF file is generated and made available.
