No. In principle, it could be converted in order to be read with Calc or transformed into SQL. But it is just a text file. So you need to use a text editor like Notepad to open it. Again, this is for AFTER version 4.0 is released, since for Tamil we will only import from Pootle until version 4.0 is released.
