I'll do that once 4.0.1 is out and I've had enough time to inspect my work in the actual UI.

Publishing a release must be done by the extension author, in the "Releases" page.

I think it's OK to already publish the new dictionary.

As for the old dictionary, I don't know what scenario is best for users. Maybe it's best that you keep it unpublished until 4.0.1 is available, and then publish it but change the message (you are displaying a message, right?) into something like "A new dictionary extension is available. If you are using OpenOffice 4.0.1 or later you already have the new extension. Otherwise, you can download it from ...".
