I think it's OK to already publish the new dictionary.

I can publish releases but not the extension projects.

are unpublished.


As for the old dictionary, I don't know what scenario is best for users.
Maybe it's best that you keep it unpublished until 4.0.1 is available,
and then publish it but change the message (you are displaying a
message, right?) into something like "A new dictionary extension is
available. If you are using OpenOffice 4.0.1 or later you already have
the new extension. Otherwise, you can download it from ...".

I’ve updated the message.
I’ll publish the release when OO 4.0.1 is available.
