I opened

and one of the Pootle administrators will address it and make Croatian
available in Pootle and as downloadable files. Due to the coming 4.0.1
release, this could take 7-10 days.
Please post a comment in that same page (you will need to register for
Bugzilla) saying that you are ready to start.
It might be that you find a Pootle account useful even if you plan to
work offline. In case, just ask for one as described in
http://wiki.openoffice.org/wiki/Pootle_User_Guide
