When we build a new RC, we don't update languages automatically. Juergen included a list of issues that were fixed. Translation changes are imported only if they are blocking. The translation deadline was back in March, then we allowed Hebrew in considerably later, but it wasn't updated after that initial import (no languages were).

There is a translation deadline. We aren't very strict about it, but we will try to give it more visibility on the l10n lists for the next release. Note: it is not enough to fix the translation in Pootle. It needs to be explicitly imported, with a dedicated issue like

What version of the translation will be used, for 4.1 release RC5, or 4.1
release?

Translations won't be updated before the final 4.1 release. But your work on Pootle won't be lost. It will simply be integrated in the next release.
