Let me see if I understand correctly: you want to change something in Pootle and then check directly in OpenOffice if the result is good. Doing this is not easy and basically it involves two steps:
1) You convert the PO files to SDF. This will produce an updated localize.sdf file in the right directory here: http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/
2) You build OpenOffice. This takes several hours the first time and is a quite technical operation.
Next, what application is good for translating (without Pootle)?
This is a different issue. You may want to download PO files, edit them locally for convenience, and upload them back. You do all of this through Pootle. For local editing a reasonably easy tool is POEdit, but there are more listed in the Offline Translation section of our guide at https://wiki.openoffice.org/wiki/Pootle_User_Guide
