As long as a VN version is available for download, anyone who wishes to
use it in VN can thus download it, or get it on CD etc.
This is just as for GNU/Linux and FOSS in general : we need to increase
little by little the mass of people that are currently using it in VN.
Yesterday I installed 2.4.0.m9 (march 07th) vi for Windows. I found that
only Vi is installed, that is you cannot switch to English language. I
don't remember if that was the case for previous versions, but I think
that installing a vi version and not being able to switch back and forth
to English language is a bit of a hindrance, especially if one wishes
people to use the Vi version.

There is a variable in the code of OpenOffice that contains all the
countries that want to have bi-lingual installations. this was done
because there are languages that are not recognized by Windows XP, and
the installation could not take place in those languages (Khmer is one
of them). If this option is taken (no longer possible for 2.4 in the
main code, unless we ask Pavel to do it in his private builds). The only
fallback is that the installer for Windows will be in English, and not
in Vietnamese, and the Vietnamese locale will not be installed by default.
