I got it through links from

Which pointed towards OOH680_m7 on that page:

However, I saw that there was a more recent build (m9) so I tried that
one instead of m7.

I dont jnow if I have well understood the problem or not, but IMHO it
would definitely be better to have a bi-lingual installation (En, Vi)
for Vietnam. That is an installation where you could switch between
these two languages.

It is not a problem if the installer is in English because actually when
you install the Vi version there is still a display bug for the first
two screens that show up (before decompressing the and setting up the
folder to contain the installation files) and where encoding of
Vietnamese characters is not good (gibberish characters).

If the installation is made in English, it is further not a problem to
show, through a short tutorial (that already exists), how to switch
languages.
