I looked in man pppd to see if there was anything and
found :
connect-delay n
Wait for up n milliseconds after the connect script finishes for a valid PPP packet 
from the peer. At the end of this time, or when a valid PPP packet is received from 
the peer, pppd will  commence negotiation  by  sending  its  first LCP packet.  The 
default value is 1000 (1 second).  This wait period only applies if the connect or pty 
option is used.

So I added connect-delay 5000 in /etc/ppp/option and it worked for me.
Can you try it to make sure (may you can increase the delay if that doesn't work
the first time).

I am testing l2tpd with FreeS/WAN and various Windows versions.

Windows XP and Windows 9x/ME/NT4 seem to work fine.
Unfortunately there is a major problem with Windows 2000. I get
an "Error 737: Loopback detected" when I disconnect and then
reconnect.

Any idea what is going wrong? Is there a bug in Windows 2000?
A log is attached below. The only workaround I managed to find
was changing the "name=" parameter in l2tpd.conf to something
else and then restarting l2tpd. But this is of course unacceptable
for production use.
