I [had] the same problem during test, I recall that it is a dhcp server problem. I had to use an UML to put the DHCP outside the l2tp host.

As reported above, User-Mode-Linux should work.
But I wonder whether you can simply add another network card (connected to the internal network) and use it exclusively for the DHCP server. Has anyone tried this? I have never used UML but it sounds like a lot more work...
