Louisiana State Representatives Steve Scalise, R-Jefferson, and Peppi Bruneau, R-New Orleans, are attempting to force the Louisiana Recovery Authority (LRA) to eliminate low-income housing protections and incentives provided in Federal requirements of the Community Development Block Grant (CDBG) program. The racist aims of Rep's. Scalise and Bruneau were thinly veiled in a recent letter written to Governor Kathleen Blanco. In the letter Rep. Scalise states, "that policy would destroy the middle-class rebirth of this region." He further stated that the policy somehow "discriminates against many middle-income families", and that providing certain basic supports to low-income families "is social engineering in its most blatant and egregious form." The initiative of Rep's. Scalise and Bruneau is another blatant attempt to intensify and consolidate the ethnic cleansing of New Orleans, and keep Black and working class families from finding affordable housing so they can make the journey home. By Thursday, October 5th, the Louisiana State Legislature must vote to approve or reject the low-income rental housing repair program being proposed by the LRA. To counter the proposal of Rep's Scalise and Bruneau, the People's Hurricane Relief Fund and Oversight Coalition (PHRF/OC) is asking you to take 5 minutes out of your schedule by Wednesday, October 4th to call, fax, or email Louisiana Governor Kathleen Blanco and the Louisiana State Legislature and demand that the Legislature: 1. Support the proposal of the low-income rental repair proposal of the LRA. 2. Deny the request for a waiver to HUD to eliminate the low-income requirements mandated by the CDBG program. 3. Apply all of the CDBG requirements to the LRA process. 4. Appropriate at least 20% of the LRA funds to renter transition and recovery programs, including assistance for moving costs, deposits, and rent assistance.
