  LULAC de California is  denouncing all violence in the struggle for 
Comprehensive Immigration Reform and is especially shocked and outraged that 
violence erupted at the Mac Arthur Park Rally.
   
  LULAC calls for a full and prompt investigation into the violence in Los 
Angeles Mac Arthur Park. “We must swiftly get all the facts,” said Angel G. 
Luévano LULAC State Director.  “We can not allow our community to further 
suffer any violence.”  
   
  Luevano also stated that “it is a situation like this which underscores the 
need for adoption of the Model Ordinance on Civil Oversight of Police 
Misconduct which has been adopted by California LULAC as it’s policy for 
reorganization of how internal affairs procedures are conducted.  Our policy 
does not call for ‘reform:’  it calls for a complete revamping of how those 
procedures are implemented once and for all.”
   
  Jan Tucker, Chief Civil Rights Investigator for California LULAC said that 
the ‘Model Ordinance on Civilian Oversight of Police Misconduct’ “cuts two ways 
in a situation like this:  given the years of police inability to curb 
misconduct by traditional methods and traditional ‘reforms,’ a significant 
portion of the public will believe at the end of the day that the police are 
guilty of misconduct regardless of whether they are or not, because that 
portion of the public simply lacks confidence in the ability of police 
departments to investigate themselves.”  Tucker also noted that California 
LULAC has called for repeal of Section 3307 of the California government code 
“in order to put all California police on a par with FBI agents and every other 
government employee in California who can be required to take a polygraph 
examination as an investigative tool to assist in resolving “swearing contests.”
   
  The League of the United Latin American Citizens, the oldest and largest 
Hispanic membership organization in the country, advances the economic 
conditions, educational attainment, political influence, health, and civil 
rights of Hispanic Americans through community-based programs operating at more 
than 700 LULAC councils nationwide.
