Foreign minister flogs 'imperial diplomacy'

Speaking at the 20th Ibero-American Summit in Mar del Plata, Argentina,
Cuban Foreign Minister *Bruno Rodríguez Parrilla *said [image:

"the latest and scandalous revelations in the secret American
documents
[...] strip naked the imperial diplomacy. They are full of arrogance, of
judgments about our nations and leaders, of contempt for international law,
of cynicism and hypocrisy. [...] They  mistake diplomacy for intelligence
operations and subversion and political influence, with heavy-handed
intervention in our internal affairs."

Rodríguez read from "a very interesting [cable] from 27 February 2009 that
acknowledges and demonstrates that Cuba is one of the safest places in the
world for American citizens, where it is physically impossible to organize
terrorist or hostile acts against the United States."

The cable, disclosed Tuesday by Wikileaks, was from the U.S. Interests
Section in Havana to the U.S. State Department. It said in part that "Cuba
does [...] have well-trained, professional paramilitary forces who would be
utilized to protect USINT assets should a crisis warrant their deployment."

It also said that the Intelligence and Counterintelligence directorates of
the Interior Ministry "are professional and capable services [...] highly
effective at penetrating networks on the island and actively pursuing
individuals they believe to be terrorists."

The USINT's praiseful acknowledgment "is, curiously, a document from the
same government that includes Cuba in a spurious list of states that sponsor
international terrorism while it protects the terrorist [Luis] Posada
Carriles," Rodríguez pointed out.

president of the United States there has been no real change in politics or
