MN replies: A few years ago (shortly after Katrina and the related government crimes) i went down to the Harbor for a 'homeland security' conference sponsored by the Harbor homeland security consortium (Coast Guard, LAPD, Sheriff, etc) to hear Stan Goff, an anti-imperialist ex-Marine who'd been invited to participate by the Longshore union which was involved. The various varieties of pork all wanted the residents and workers to be "eyes and ears" (apparently for suspicious foreign nationals or cargo). The residents and workers wanted to know what plans the pork had for evacuation or emergency services and notification in case of the (unlikely) case of a terrorist attack or the (more likely) possibility of an earthquake, tsunami or industrial accident. The answer in a word was "none." -- although there was a 400 page plan similar to the phony bs they had on hand prior to Katrina (or the ones they had for oil spills in the Gulf that included pages lifted whole from Alaska). More to the point, people felt like the greatest local threat to health and safety was the city of unused cargo containers piled up outside the port proper -- because for every 10 super-containers that come in, only one goes back out. (Wal-Mart, you must realize, exports nothing.) This apparatus is being built because of that underlying economic reality. There is no "trade." If 90% of the trade is coming in, and only 10% going out, the economy is unsustainable, since the Empire has de-industrialized the metropole in favor of greater profits in the neo-colonies. US exports now consist mainly of raw materials, produce, unprocessed lumber, cotton, etc. In the 1960s, the primary dictionary definition of "consume" was "to destroy completely, as in a fire; consumer meant "one who uses resources without output." There is no stimulus that will deal with deal with this underlying economic reality that the US is a "consumer society." Because we have 5% of the world's population and consume 35% of the resources, we also have more than 25% of all the prisoners in the world. Therefore, their only recourse is to the iron fist and the pan-opticon, thinly veiled with a velvet glove and an i-phone. Actually, most of the terrorists do come from the United States, as they always have, under the name US Army, Air Force, Navy, Marines, Coast Guard, Green Berets, SEALs, Rangers, CIA, NSA, FBI. The FBI now has more offices around the world than in the US, and the CIA operates openly in the US. The ICE forces use the same drones on the US-Mexico border that the US military uses for long-range killing in Afghanistan and Pakistan. The LA sheriff uses the same virtual reality shooting trainers that were developed to try to get GIs to overcome their reluctance to shoot, and claims he is using them to get the deputies to be more judicious and careful in their shooting. And this was all true long before 9-11 -- check out COINTELPRO, the FBI counter-insurgency war that used local police forces to attack the Black Panther Party. Nixon started the Law Enforcement Assistance Administration to federally finance military weaponry and training for cops after they were forced to bring out the regular US Army in Washington DC and Detroit Michigan to put down urban rebellions, and use military intelligence forces in Chicago to deal with anti-war radicals. Bill Clinton and Janet Reno began the regular process of military technology transfer (and actual weaponry) to local LEOs. If we are the lobsters in the pot, we have been a scalding red for a while now. I would imagine that this Washington Post article is designed, not to mobilize people to action, but to deepen a sense of despair, hopelessness and surrender.
