A non-governmental organization condemned Thursday the fact that an Arab
League observer mission to Syria is headed by a Sudanese general in charge
when "genocide" was committed in Darfur.

The Enough Project said the choice of General Mohammad Ahmed Mustafa
al-Dabi was "perplexing" given that war crimes were committed in Darfur at
a time when Dabi led the Sudanese intelligence agency.

"It is perplexing that the Arab League chose [Dabi] to lead its team
monitoring the Syria regime because of his record of turning a blind eye to
human rights crimes, or worse," said Enough Project Sudan analyst Omer
Ismail.

"When he served as Sudan's former head of Military Intelligence and when he
oversaw implementation of the Darfur Security Arrangement, alleged war
crimes including genocide were committed on his watch."

Ismail added: "Instead of heading a team entrusted with a probe of alleged
war crimes and crimes against humanity by Syria, the general should be
investigated by the ICC for evidence of similar crimes in Sudan."

Dabi was Sudan's military intelligence head from 1989 until 1995, then
briefly foreign spy agency chief and from 1996-1999, chief of military
operations against the insurgency in what is now South Sudan.

Dabi served as ambassador to Qatar from 1999 to 2004, but also held four
separate positions related to Sudan's Darfur region, where fighting broke
out in 2003 between non-Arab rebels and the Arab-dominated Khartoum regime.

"We're aware of the individual, that he was appointed by Bashir as an
adviser on Darfur," said State Department spokesperson Mark Toner.

"Certainly .. Sudanese armed forces and national intelligence and security
service have a disturbing human rights record over the last 20 years of
Bashir's rule.”

But Toner said: "I'm not aware of those -- individual allegations against
him or his actions."

An Arab League advance team arrived Thursday in Syria to launch a hard-won
observer mission to oversee a plan to end nine months of bloodshed after
the opposition accused regime forces of "massacring" hundreds in two days.

Meanwhile, there was no let-up in the killing, with human rights activists
reporting at least 21 more people killed and clashes between defectors and
regular troops in flashpoint towns of Homs and Edleb.
