It is extraordinary the manner in which human beings are swept into the
streets and then swept out. Your comment sadly says it all:

III. Public Safety/Homelessness : The biggest obstacle to a successful
Downtown is the perception that all of Downtown is a dirty, dangerous
place, so we must continue to focus on maintaining orderly public spaces
for all to use.
Provide Political Leadership! CCA has long been the voice of those who
work, visit and live Downtown. It must continue to hold local officials
accountable for issues affecting DowntownÂ’s quality of life.
*o Action*: Advocate for lifting the Jones settlement to enable
equitable enforcement of laws that keep sidewalks available
to all.
* o Action*: Expand on efforts to end the pathological tolerance of
the service-resistant and/or drug-addicted chronically
homeless who choose to self-destruct on our public streets.
* o Action:* Work with the City Attorney and LAPD to provide the
political will necessary to keep constant pressure on fair
and equal enforcement of laws citywide, such as LAMC 41.18(d).
Quality-of-Life Crimes Matter! DowntownÂ’s continued revitalization requires
aggressive enforcement and prevention of low-level crimes that breed both
negative perceptions and actual incidence of larger crimes.
*o Action:* Lobby for increased resources for the Safer Cities Initiative,
reinforcing the *Broken Windows* approach to policing.
*o Action: *Develop and expand community-based-policing tools such as
Neighborhood Prosecutors, foot/bike/horse patrols, and senior lead officers.
*o Action:* Partner with BIDs, LAPD, and City Attorney to identify problem
areas and issues, then implement strategic, consistent law enforcement
(e.g., aggressive panhandling, proliferation of shopping carts,
intelligence-based graffiti removal).
Protect the Public Realm!
*o Action:* Expand on the success of Business Improvement Districts in
dramatically improving the quality of the Downtown environment in the past
decade (washing and sweeping sidewalks, graffiti-removal).
*o Action: *Keep our sidewalks and public spaces clean and clear of hazards
and blight (e.g., shopping carts), for all Angelenos to enjoy.
*o Action: *Advocate for the development of supportive housing and services
outside of Downtown, where there is currently an over-concentration that
can lead to an unmanageable population that undermines successful treatment
strategies.

Tonights the night! LACAN, OCCUPY THE HOOD LA, OCCUPY LA and
supporters will be occupying the Central City Association's
(CCA)Headquarters. Tonight is the start of a week long occupation /
free autonmous zone at various CCA/CCEA H.Q.'s. Tomorrow the CCA will
holding its Economic Development board meeting...we'll be camping
outside.
The CCA's "2020" Downtown Plan see link below includes removing the
poor and homeless residents, through more law enforcement occupying
skid row.

Bilal and others,
The essence of what is wrong with this call by Central City Associates is
the way the homeless are treated in the document itself (that's aside from
the way the document's plan seeks to have the people treated by police and
other authorities). They are spoken of as objects to be moved around
(preferably moved AWAY), not recognized as people whose needs must be
respected equally with the needs of others (such as the CCA people).
A humane call would show an interest in bringing the people into the
process of discussing the problems, and possibly working together to
generate real solutions to their needs. But that's not the way of the
bulldozer of "development."
Thanks for bringing this to our attention. I hope you keep us up with
developments and with ideas on how we can help get respect for the people
who actually have more of their lives at stake in that part of the city
than the CCA people do.
