Your making this harder on you self than it needs to be.  The browning around the beard in normal, some relate it to a stainless steel bowl, I think its due to the saliva and digestive enzymes since they also tend to discolor in there sanitary area as well.  I thin out the beard with thinning shears myself.  I'm DO know someone who actually used men's Hair coloring formula to get rid of it and it worked...the kind that they comb trough, of course it does wear off..........lol........
 
Most dogs even the blond ones will have browning around the mouth as well. 
 
What are you feeding your dog?  This may be the culprit not his teeth.........Some of my dogs are 10years old and their breath smells like nothing, then I've got some puppies or youngsters that have more of an order as well............
 
My dogs use cow hoofs to chew on.  there are some scented chewies you can get to freshen breath as well...........
