I'm betting his male-ness is kicking in. Even if he has been nuetered, he is still a male. An 8 month old dog is about equal to a 13 year old boy. I'm also betting that it is a matter of "marking", more than actually having to urinate.

Just one of the reasons that I don't allow any of the service dogs I raise to ever lift their leg. Makes for some real strange looks when you are toileting your puppy in public and every time they attempt to lift their leg... you knock them over so they have to put it down to catch themselves. Unfortunately, the labradoodle I have right now came to me at 3.5 months and already was in the habit of lifting his leg. Four months later I am still trying to break the habit.

I would keep him tethered to you inside if at all possible. Or at least contained to a smaller area. And I would toilet him on leash outside if possible, to prevent him from lifting or marking outside. You might not be able to prevent him from lifting outside, but you can prevent the "squirt-squirt... every where a squirt-squirt"... which is essentially marking.
