We live on a cul-de-sac also and there are 3 dogs who run free on 
it. We are also the "new" neighbors although we've been here almost 
2 years. Granted, most of the dogs who have free rein on our street 
are very nice, but one is an older springer spaniel and he barks at 
us ALL the time. We even call him by name but I think he's a little 
senile. He also chases our cats. I used to get peeved about it but 
he's not quick enough to catch them and if he did they would 
probably skin him alive. I once caught him in my garage eating the 
cat poop from the litter box. The evil side of me didn't mind, he 
was making my job easier. I know....gross. 

Anyway, when we got Oliver I called my neighbor with the young 
golden that's out often and asked for a play date so the dogs could 
meet. Maybe you could approach your neighbor in that way. Something 
along the lines of 'Shiloh and the kids are scared when he charges, 
could we get the kids and dogs together at one of our houses and let 
them get to know each other?' It may be a good opening for a 
discussion about his behavior, maybe not. But at least the dogs will 
get acquainted and she can see her dog's behavior. Hopefully she'll 
be embarrassed or at least be confronted with it. 

Have your guests who are afraid of dogs bring the pepper spray. ;o)
