He's not "leaking deleted content" (he has no means to do so unless he's a en.wiki admin), its tool is automatically duplicating content that (by the judgement of the author) is at risk of being deleted. This is fully compatible with Wikipedia license. One could argue that this service doesn't bring benefits to Wikipedia, though.
