I don't think an incubator podling could be created for a project started by only 2 guys developing with passion (meaning evenings and week-ends). And if they start in the lab, what is their chance to attract more users if they can't release? In my experience, at least 90% of new committers started as users so no user often means no additional committer. Don't you think?
