I see a board report as a kind of check list which helps the PMC
members and the committers have some time to think about the past and
the future of the project.  From this standpoint, Brett's idea is
great in that it can role as a checkup tool for every projects in the
ASF.

Pondering... Brett's examples below are meta information, whereas I'm
talking about instance data I think. Anyway; I'm in favour of Brett's
below, but also interested in what people think about widening the
scope of this to be a whole series of scripts (or whatever) to measure
the noise of Apache.
