I don't think its a space issue (it is svn after all) for clarity, i
think its better to do svn move. That way there is not something
sitting around that has no love.
when you graduate from incubator, the path is moved to the new location.
The other point is moving the jira issues from labs to incubator.
I think we just make them fresh when we get there...
