Leaves us with (side-note: the following step 1 needs to be done from
someone that has write access to the incubator rep):

# step 1: move project from labs to incubator
svn mv https://svn.apache.org/repos/asf/labs/droids \
https://svn.apache.org/repos/asf/incubator

# step 2: create old home again
svn add https://svn.apache.org/repos/asf/labs/droids

# step 3: re-add descriptor 
svn cp https://svn.apache.org/repos/asf/incubator/droids/doap.rdf \
https://svn.apache.org/repos/asf/labs/droids/

# step 4: change status in doap.rdf
vi https://svn.apache.org/repos/asf/labs/droids/doap.rdf

After this the project trees are in incubator and in labs remains a 
folder with the descriptor.
