Hi all,
when we prepared the promotion from Droids many voice have been lifted
asking to allow promotion to any TLP and not only the incubator [1] et
al..
The main point of the current policy was best expressed by Stefano [2]
"A lab *has* to do thru incubation, even if it's just a formality. If
not, somebody willing to bypass the incubation procedures, could simply
pay a committer to pretend it was his/her code and just work on it for a
while in labs until good enough and then just ask for TLP."
The main point to allow other projects for promotion has been expressed
very nice by Roy [3]
"It would only require incubation if a new project and PMC is to be
created.
...
The decision on when to incorporate new code that has already been
licensed to the ASF belongs in the hands of the receiving PMC(s), not
Labs. The receiving PMC is responsible for checking that the code does
not require incubation."
The most important point as I understand it is to prevent bypassing
incubation "... just work on it for a while in labs until good enough
and then just ask for TLP."
IMO the following addition to the existing bylaws seems to be
appropriate:
"Promoted
Lab started incubation. When a lab is promoted, the files are
moved over to the incubation area or to the receiving TLP. The
receiving PMC is responsible for checking that the code does not
require incubation."
