Not quite; "receiving PMC is responsible for managing the IP Clearance fast track process through the incubator." Labs code enjoys the scrutiny >= 1 committer. Projects must have at least three committee members to accept incoming code dumps^Wgrants. So there is a minor but significant transition when a lab-let becomes a subproject, unless the labs attests that all lab code meets the IP clearance guidelines.
