I don't think all labs have to go to the Incubator, but I do think it should at least be possible and easy, otherwise something is broken. If I understand correctly, to get into Incubator you would need to: 1. Find 2 other committers to join the initial project 2. Find 1+ mentors 3. Fill in the proposal 4. Deal with an Incubator thread 5. Do an Incubator vote 6. Create the podling including mailing list, moving svn, etc. 7. Write up status reports You'll have to do #6 regardless, even if you move to Google code or wherever. But, yeah, I can see how that might be more work than is reasonable. I'm not trying to convince you to move to Incubator, but I do think we should make the process as easy as possible.
