All Sandboxes are usually open to all committers - I joined Commons thanks to the open Sandbox, that's open to all ASF Committer, and AFAIK Maven has one as well - so I'd suggest to accept new Labs that aim to experiment ideas not just to bring new lifeblood, but also for hacking existing ASF projects where sandboxes are not set-up.
