I think that was the concern as well, although it shouldn't be. Labs release might be a good attraction for building initial community eventually speeding up the transition to the incubator podling. Concerns that it would duplicate the incubator simply do not stand because the project from labs can either go to the incubator or be directly included inside existing TLP.
