To add to your 20 e-mails...my form letter for sticky refusals:
Dear...Thank you for your ... with excellent references...it is apparent
that you enjoy... We regret to say at this time that we do not have...We
do however appreciate the time taken in/your time spent. end: sincerely

However way you word it, it is still a refusal letter, but don't
make it too short, or abrupt - that is unkind. Too long and it is
obvious you're trying to be too nice.

It is courteous to add we had 'x' number of auditions and it was difficult
to choose the 'y' we needed. If there were only a few people auditioning,
you can say it was a difficult choice, and that the position has now been
filled, thankyou for your interest and time spent etc.
