Yes, I'm aware that Holland is below sea level and has managed to keep itself afloat for centuries. However, it is not in the direct path of tropical hurricanes, as New Orleans is. That seems to me to alter the equations a bit. Also, I've had the impression that since the entire country is a good bit smaller, the dedication of the entire Dutch populace to keeping things in excellent repair may be higher than in the United States. Here the cost of those levees is much greater than the local residents can pay, but is a small part of the entire federal budget, and not always understood to be important by people who have never been near New Orleans. Even people you'd think would know better. And apparently there has been some local misdirection of federal funds for levee maintenance, which has made people not want to vote more for the purpose....
