Based on my observation in the last couple of years...

Because a "slight tax increase" - such as happened in Virginia ca 15 months ago, 0.5% - applies to you every time you go shopping for anything other than food (ie "luxuries") Ie, it applies to everyone, and in that you are a participating partner.

OTOH, a "substantial tax cut" applies to you only if your savings/investments are of such proportions, that you probably have someone else shopping for your food, and "update" your private jet every second year. Ie, it doesn't apply to you, or me, or anyone in the lower income margin (90-95% of the population).
