The cartoon will be easily understood by most Americans. For those
outside US, a little background:
US is one of the very few (perhaps the only?) civilised countries which
has no universal health coverage; if you can afford to buy it -- good.
If you cannot... we have adopted the Vitorian morality on the subject
(the poor are always with us and it's their own fault they're poor). A
few days ago, both houses of our Congress passed a bill which would
extend health-care coverage to 10million children, currently un- or
under-insured. It's called S-CHIP (Children's Health Insurance Program.
The S stands for "state", since the program is administered by
individual states). The bill was passed with bipartisan support (will
miracles never cease?); even some Republicans felt the nation's
children were more important than the nation's CEOs (health insurance
is *big* business here).
However. Our Presidunce (aka the Decider), who's not overly fond of
literary pursuits otherwise, broke out his veto pen on this one. He was
supported -- especially in the lower house (the House) -- by some of
his more dedicated cohorts. So that, if there are not enough votes to
break his veto, the children's fate will be on the Republicans' heads.
Or under their feet, as the case might be :)
In the US, a donkey is the mascot of Democrats; the elephant the mascot
of Republicans. The logo for the Republican National Convention (in
Minnesota) next year *is for real*, however silly it looks; it had been
announced yesterday and the entire "lefty-blogosphere" has been rolling
in the isles over this (too dirty to share with the genteel lace-chat).
Bill Mitchell's addtion is the child and the "action".
