They say you have to renew your number on the "Do Not Call" list (USA), perhaps because it is mandatory that they have to purchase a new list frequently, minimally every year, to keep up with new listers/numbers requesting to be left alone. There is something like a 30 day window of forgiving, so perhaps now they can purchase only the new numbers. They aren't supposed to be able to use cell numbers, either.
Putting your number on the list used to be good for 5 years, but now is permanent.
