Dear Tony,
I think the ruff may be what is also called "A Millstone Collar". It 
certainly looks like a millstone. The other Dutch paintings in the room give a very 
nice illustration of the evolution of lace in the 17th century, starting with 
deep scallops, then less deep scallops, and finally no scallops.
