The best way to do that is not to buy the book. Publishers don't want to lose money on an unpopular title. If no one buys a book, it never gets reprinted. Bad books are published every year, in all fields. There's no way to "prevent" a bad book from being published, if the publisher is really clueless about the book's quality. All you can do is show your displeasure through bad reviews and low sales.
